In order to fit it on a 2003 V-Rod, the frame would need major modifications.
We never tried because of the extensive modifications required, so we cannot help you with directions on this.

Thank you for your interest in Eurocomponents’ Bagger Rear Fender with Saddle Bags for V-Rod’s.

The fiberglass parts are available. The problem is the electric saddle bag openers, which we were outsourcing and that are no longer available.
But we have a customer in Canada that was able to machine parts to fit a regular hinge system. If you want we can put you in touch with them.

Sorry, but it is now 20 years that we no longer have a showroom and work on customer’s bikes.
You would need to find a shop that can do the installation for you.
